The Failure of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are delivered from various governments. Immense energy is expended on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "resolution".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons thundered: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by Western nations. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to sober acceptance: maybe the incoming missile won't cause damage this time, sparing the city from devastation and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon fired at a unmanned aircraft close by, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it continued its flight toward its objective.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: seven people killed, devastation and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a need that neighboring countries are demonstrably unable to fill in the short term.

Failed Diplomacy

The comprehensive proposal from Washington provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually secure success. This pattern will, certainly, continue.

Strategic Calculations

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration works based on a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is impossible to compel Moscow to relinquish the land that it already controls in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, American administration does minimal to discourage Russia, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a total frontline collapse until circumstances change in its advantage.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a just a single week to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
